Finally I determined what was the problem: when I use https://github.com/c-smile/sciter-js-sdk/archive/refs/heads/main.zip sciter.dll it does not work but this works well:
https://raw.githubusercontent.com/c-smile/sciter-sdk/master/bin.win/x64/sciter.dll
and
https://sciter.com/sdk/sciter-sdk.zip
