Integration test for client encryption with SSL/TLS

We don't have any test with client encryption in this repo

• - we cloud use a CCM based setup with client encryption
• - adapt the test to enable encryption options
• - duplicate some of the github actions suites (scylla/enterprise/cassandra)

Note: sni_proxy base suite, is working with SSL/TLS, but is getting configured only by python-driver and not by cqlsh
