Review Google Cloud agent configuration - specially its transparent OS Login feature

The agent does more (https://github.com/GoogleCloudPlatform/guest-agent?tab=readme-ov-file#features ) than just OS access, so I wouldn't remove it.
We can change its configuration though (https://github.com/GoogleCloudPlatform/guest-agent?tab=readme-ov-file#configuration ) and disable this feature.

Need to see if we wish to customize it as part of our machine image.
