Diagnostic Report should ignore `sequence_index` column in the DataValidity checks

Error Description

The sequence_index column shouldn't be checked for BoundaryAdherence (under the Data Validity category) when the Diagnostic Report is run. This would limit users from using PARSynthesizer to forecast into the future, for example.

This user ran into this issue here when they didn't achieve a score of 100%: sdv-dev/SDV#2377
