Right now if email notifications are enabled all users get them enabled by default. I would like a way to restrict which users can enable email notifications.
Possible reasons:
- Security concerns (lack of trust of the user's email provider).
- Cost concerns (for people paying by email)
Desired Behavior
I would like to be able to set a policy for who can email email notifications.
The simplest would be a yes/no permission per user. Slightly more flexible would be policies such as a domain whitelist or requiring PGP.
