Make this a reusable workflow

We have three separate workflows per deployment. If we'd like to generalise them we need to make it a single workflow that accepts things like API endpoint and token as an input.

Requiremements:

• Keep endpoint and token secret
• Be able to point at different workspaces during launch time (env variable?)
• Re-use the same pipelines
