Deployment to Azure with template

Describe the bug
When using the azure template get an error with VM=0 increase quota. I have no issue with quotas.

To Reproduce
Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error

Environment (please complete the following information):

• Certificate Type: [e.g. Zone Apex, Sub-domain, Wildcard]
• Certificate Deploy Target: [e.g. App Service]

I am also getting the same on issue on the free azure subscription, on the paid one with pay as you go model. I don't have any problem.

I deployed it in my environment and confirmed that no such error occurred. Since I am not using a VM, I think there may be another issue.

works fine with pay as you go subscription, throws error in Azure free plan.

There may be restrictions with the free subscription. The template includes the necessary resources, so if you encounter any restrictions, please switch to PAYG or contact support.
