Create packer aem and stack builder custom integration test pipelines

In order to run integration tests against a combination of branches across project dependencies, e.g. stack-builder branch X using puppet-aem-curator branch Y and puppet-aem-resources branch Z , we need to introduce a new pipelines which accepts a combination of those branch names as build parameters.
