Wake-on-LAN does not work after graceful shutdown

I have Wake-on-LAN enabled in BIOS and configured in Talos via an Ethernet patch:

Behavior I see:

• If the system loses power abruptly (halt/crash), the NIC stays powered and the machine can be started with a WOL magic packet.
• If the system is shut down gracefully (talosctl shutdown), the NIC is powered off and WOL no longer works.

With other operating systems (Debian, Windows), WOL works as expected even after a graceful shutdown.

Is this the expected behavior in Talos, or is there a way to keep the NIC ready for WOL after a normal shutdown?

It should be exactly same as matching ethtool command command specifically for this config.
