Problem with configuring bond

Hi,
we have some bare metal talos nodes we want to configure with a bond (802.3ad). Running Talos 1.11.5.
On the Network side we are using Cisco ACI Version 6.0.8 Nodes are connected to a Cisco Nexus-93180yc-fx3.
On the server side we use intel e810 Nics (no extension installed so far)
Bond part of network configuration is close to the example but with static address config:

Notice that parter mac is empty, so no lacp is configured. Since the interfaces are configured to be individually up, we now have flapping interfaces. Anyone had experience with this. I'm happy to provide more infos, let me know what is relevant.
