We add the
ghcr.io/siemens/debsbomcontainer images containing the debsbom tool. The workflow is always run and the container is always tested for regressions. Pushing to:latestonly happens when building on themainbranch. Pushing to:<tag>and:latest-releaseonly happens on releases.
