Inconsistent ‘Reply’ option behavior for image messages in notifications on Android vs iOS

Bug description

When you receive a Signal notification from someone on Android, you can easily reply by tapping ‘Reply’ directly from the notification. This works perfectly for text messages.

However, for messages that contain images, the ‘Reply’ option doesn’t appear.

I don’t necessarily mind this behavior, it actually makes some sense, but it is inconsistent with how iOS handles it, where you can reply to image messages without any issues.
