RUM - common definition for slow rendering detection

Both ios and android defines slowRenderingDetectionEnabled functionality. It is not documented in gdi-spec.

Common way to define span filtering for:

• slowRenderingDetectionEnabled and slowFrameDetectionThresholdMs and frozenFrameDetectionThresholdMs https://docs.splunk.com/observability/en/gdi/get-data-in/rum/ios/configure-rum-ios-instrumentation.html#general-settings
