Budget report loses percentage column when combined with status filters or certain query options in budget report

Hi @simonmichael,

When using the --budget report with status-based filters (--cleared, status:*, etc.), the percentage column showing budget utilization is omitted from the output.

I'm wondering if this is a bug or intended behavior.

Full command in my testing:
hledger balance ^Expenses --budget -YES -b2024 -eTomorrow --depth 3 --auto --tree --layout=tall --pretty

That's surprising, and https://hledger.org/1.51/hledger.html#budget-report doesn't mention it. I think it must be a bug - thanks for the report.
