Add section on forks in the README for external collaborators 

In the README, under **Contribution Guidelines**, add section on forks and the related workflow to propose changes to the codebase. GitHub has a good tutorial on their [utilities](https://docs.github.com/en/get-started/quickstart/fork-a-repo).
