[ENH] implementing DLinear with tslib data module.

Is your feature request related to a problem? Please describe.
As a part of the tslib library integration into PTF v2.0, the DLinear model has been floated to be a prospective candidate to continue with the implementation of these models into PTF. This will build upon the work in #1836. I would suggest a stack (since the PR isnt merged).
