Publish builds on release #1
Description
gasy needs a ci pipeline to run test and publish releases to GH:
- public pipeline since its an OS project
- keep the ci files in the gasy repo
- have the pipeline update automatically
- always trigger tests but only publish when a release is pushed
- publish created binary to existing GH releases (attachment)
