How to get the Tab key to apply an Indent?

By default, the Tab key adds some spaces. Not non-breaking spaces, but normal spaces, which get collapsed when the editor contents are converted to HTML. So, the Tab key is essentially useless.

I'd like to get the Tab key to activate the Indent button in the toolbar. I've pored over the docs but I can't make sense of them. I tried this code, and now the tab key doesn't do anything.
