Building for windows on arm #5190

Running Slic3r on windows arm devices works but it looses on performance and battery efficiency due to the interpreter
Describe the solution you'd like
Being able to build for windows arm
Describe alternatives you've considered
Installing Ubuntu
Additional context
This would also benefit all the forks off of slic3r.
