[FEAT] Support PostgreSQL 17

**Description**

Change the chainlink node package such that it uses postgresql-client-17, and thus PostgreSQL 17 is fully supported, including backups.

**Motivation**

Keep tech debt small by upgrading our fleet of PostgreSQL servers to 17. We prefer once-a-year upgrades by one major version to falling behind by two or more versions.
