Proposal: Screen Manager Microphone Input Manager

This proposal adds audio pass thru management and handling to the screen manager API.

Steering Committee Decision:

The Steering Committee voted to accept this proposal with the following revisions:

1. The Java Suite should use a builder pattern instead of the single long constructor for MicrophoneInputView. See the Screen Manager Alert Manager proposal.
2. The MicrophoneInputView should also have the dismiss method call like the scrollable message and alert views that have recently been accepted. See the Screen Manager Alert Manager proposal.

The proposal .md file was updated to reflect these revisions on 3/26/2020.
