Incorrect parsing of data #5

Description

@Arie99Kanarie

Hello, thanks for this code !
I have the following parsing issue :

The data that is collected for PAC_W is good, but for E_TODAY, the first 0 is lost. Please review the following selection of data from the database. The E_TODAY data jumps from 4.99, 5 to 5.2, 5.3 ... from 5.9 to 5.11, 5.12.
It seems like when the first decimal is 0, it is lost in parsing ?

date | PAC_W | E_TODAY
20-09-19 13:44 | 1849 | 4.97
20-09-19 13:45 | 1790 | 4.99
20-09-19 13:45 | 1825 | 5
20-09-19 13:46 | 1808 | 5.2
