Hypothetical scope of work:

1. Infrastructure deployment helper Remove all infrastructure deployment from app #22. Mostly for open-source users.
2. DynamoDB-state manipulation: replace backfill.py; check consistency; check how many folders were processed; check what columns should exist;
3. Storage-target linting
4. Most important - in case we make some incompatible changes to manifest structure - this app would be able to backup and upgrade manifest table.
