How do I build and view the tonic docs website?

Would be good to add instructions to the readme.

@lamiazar i wouldn't close this issue because it's asking to add docs on how to build and work on this repo locally, not about documentation for the framework

@achou11 I may be misunderstood, but I think he was asking about how to view the doc website and we added the link to readme , is this your question @nichoth ?
But I'll reopen It.
