promise/prefer-await-to-callbacks has too many false posititves

They are aware of the issue, and are trying to come up with a list of exceptions (it currently doesn't include rxjs).

• False-positive for "error" causing issues in prefer-await-to-callbacks rule eslint-community/eslint-plugin-promise#212

I reckon we disable the rule, and then re-enable it if it gets better.
