Description of the bug

SAI 13.2.1.21 upgrade allocates 608 cells for MMU_CFG_RQE_CQE_OVERSHOOT. This causes orchagent to crash during bootup.
We need to modify buffer pool size accordingly.

Steps to Reproduce

Upgrade to a Sonic version that includes SAI 13.2.1.21+.

Actual Behavior and Expected Behavior

orchagent shouldn't crash.
