Add MVU to AMI reboot.sh

1. Find a way to determine if this upgrade is an MVU (ex. https://stackoverflow.com/questions/4023830/how-to-compare-two-strings-in-dot-separated-version-format-in-bash)
2. If so, add the migrator upgrade from / to args to the helm upgrade command
3. Whether upgraded or not, always print the output of kubectl logs frontend -c migrator
