Update rubygems spine-rails version to 0.1.3

The version of spine-rails on rubygems is 0.1.2, which uses an out-of-date version of spine and contains this bug. Could you put the most recent version of spine-rails rubygems?

As this TypeError: 'undefined' is not an object (evaluating 'calls[name].push') with Coffeescript 1.7 still happens, And 0.1.3 isn't pushed to rubygems

Here is the line a novice user needs to add their Gemfile:
gem 'spine-rails', '>=0.1.3', :git => 'https://github.com/spine/spine-rails.git'

I've also had to go with a fork that's been updated to spine 1.6.1
gem 'spine-rails', '>=0.1.3', :git => 'https://github.com/ingolfured/spine-rails.git'
