Outlandish built, host and maintain WordPress Packagist, which mirrors the WordPress plugin and theme directories as a Composer repository.
It enables developers to lock down their WordPress plugin versions using composer, rather than committing the files to a repository.
Hosting the site isn't free though! With around half a million requests per day, it's a difficult balancing act to keep both costs and errors to a minimum. Any donations would help keep the site running smoothly
