I live in the USA and my Phone OS is set to English by necessity, however, I prefer reading the Japanese language cluster version of the Discover feed. I have both the "Language" and "Interface Language" in the TOKIMEKI application set to Japanese but it does not fix the issue for me. This is not a problem in the Web Browser and Android versions of the Official Bluesky application.

Does the language of the Discover feed change between TOKIMEKI and the official client?
It should not be possible to set the parameters for retrieving the feed as there is no parameter functionality, but this feed currently uses a private API and is a black box, so we do not know much about it.
Around the time the invite system is removed, the accept-language header is passed on to the custom feed. bluesky-social/social-app#2457
The Discover feed will use this to change the language of the posts that appear in the feed, so it may be possible to support this if you have not already specified it.
Yes, the content of my Discovery Feed is different between the official client and TOKIMEKI.
Specifically, changing the toggled language from English to Japanese under "Content Languages/コンテンツの言語" changes what is displayed in the Discovery Feed.
Below is a screenshot of the settings screen where the language can be selected.
