investigate sr-sim 07 test flakiness

Can we add an intelligen wait instead of a timer?

After encountering that in my PRs, I already added this wait thing.. maybe could bump it even higher, or do you mean something else , like check the LC oper state is up with gnmic (looks like that is already done via ssh)

but I think some investigation is required. What are we testing for with this ping on the linux ctr level @sacckth ?

Testing end to end ping between two clients via sros node. It does require indeed all linecards to come up.
