Enable type-checking for test files #277

Per https://github.com/stac-utils/stactools/pull/275/files#diff-63a9c44a44acf85fea213a857769990937107cf072831e1a26808cfde9d096b9R27, we should enable type-checking for all Python files in the repo, not just those in src.
