A command for faucet and auto-execution for testnet keychain generation

Developers who use the CLI with the testnet likely will need the Faucet. Right now, they need to make a manual API call and know the URL. It would be easier to have a command for the faucet call.

With the faucet functionality available, it would also make sense to run the faucet for every new keychain generated for the testnet

Adding to this that the command should support the stacking=true faucet calls as well
