Add CI workflow to process ignored tests in `stackslib`

We recently added a new test in stackslib that takes a couple of minutes to run and marked it as ignored. Currently, stacks-node has an automated mechanism to identify and run ignored tests in CI. It would be nice to implement a similar mechanism in stackslib to ensure these slow tests are run regularly in CI.
