Feature - The redesign of DKG for sBTC

1. Description

This is an umbrella issue for the new distributed key generation (DKG) design. The goal of the new DKG is to remove some of the flaws in our current design to make it more reliable and safe, especially as we open up the signer set.

We plan on adding to this ticket as we complete our designs for the new DKG.
