Need ARM compilation tests on checkin

When checking in commits that add new dependencies or invoke new functions, both ARM and x86 compilation need to be checked.

For example, #41 reverted #37 because a new dependency relied on x86-specific rust_crypto_util_fixed_time_eq_asm.
