Allowing separate commands from content

change format from /command <content> to /command then reply with <content> for better user experience, allowing users to use autocomplete feature in Telegram.

• persistence state (what the current command is)
  • change bucket structure to JSON object instead of array
  • rewrite db operations with options
• handling content in generic handler
