On this page https://guidelines.stashdb.org/docs/performers/edit/performer-images/ consider adding the following:

Performer images serve to identify a performer and to document any changes to their appearance over the span of their career, including stylistic and physical transformations.

I would suggest adding the above excerpt above the note and below the main heading since it describes the general purpose of performer images.

Describing a general purpose for images may help reduce -- or at least give voters some foundation for voting on -- the submission of irrelevant photos such as images of well known performer's wearing masks or having their faces otherwise obstructed from being identified. It also shows the intent of images on StashDB are along the lines of fair use, to document a performer's looks only, and not just to include any image that people find aesthetically pleasing.

Consider also outright mentioning in the appropriate section that images of masked performers (excluding performers who exclusively ONLY wear masks) are undesirable.
