[Feature] Give a measure of relevance to the tags of a scene

Give importance to tags so that when a file is renamed if all tags can't be used, because it would exceed the maximum length, the most important tags are used. The number of submissions or votes in stash-box could be a way to measure the tags relevance to a scene.

Another use case would be sorting files. Files without studio or performers could be sorted by tags. Using a recursive folder structure based on the most relevant tags. Right now you would have to use the first x tags, or x random tags, instead of the x most relevant tags.

There is an issue on stash that would require this to be implemented in stash-box first.
