Performance improvements?

There are a few areas where performance can be improved, such as:

1. Generating A Valid Character - The current implementation of this relies on calling the JavaScript Web-Crypto APIs getRandomValues method repeatedly until we get a character code within the a usable range. The issue here is this is a very wasteful task as we can miss our range a very large amount of times before we hit out target. The ideal solution would be to create a function that returns a mathematically random number within a give range or list of possible ranges.
