From the call about RPC errors :

@churik and @saledjenic often have the problem that RPC client fall back to the last RPC provider option. As we discussed and agreed also with @alaibe @shivekkhurana that in order to investigate the RPC provider errors we need to:

• check the source of the error in the nginx logs
• Add logs to ProviderHealthMonitor and merge feat_: RPC providers detailed statuses #5923 #5924
• Remove the internal RPS limiter, as it could add errors that cause hystrix to fail
• We should still keep hystrix to avoid getting stuck on network connection timeout to the proxy
• Change the order of Grove and Infura in the list of direct RPC providers. chore_: network providers reorder #5941

This task deals with the removal of the RPS limiter from status-go.
