06/23 Update:
Seems like an edge case, and we're uncertain what protocols/smart contracts would require a manual restoration.
Deprioritizing for after mobile v1 launch.

Next steps:
- Follow up with Core Eng to figure out what protocols actually hit this manual restoration requirement (for impact assessment and reproducibility’s sake)
- Figure out what we do in this case
- Explanation for higher-than-normal fee
