Support "time" argType input control

Is your feature request related to a problem? Please describe.

When controlling a <input type="time" /> element, it would be great to have a time input method in argType controls, instead of the full Date field. It's frustrating, since the date portion needs to be filled out, but is thrown away in the result.

Add a new string control type for time.
