Add observability examples and documentation

As per this flink-sql-examples issue, we should move the prometheus setup instructions to this repository.

We should create an examples/metrics folder with Prometheus and Graphana deployment instructions and example graphana dashboards.

We should also add metrics setup instruction to the docs.
