🚲️️ Cycleway Overlay (#4657, #4233)

There is a new overlay which allows you to review and edit the streetside cycleway infrastructure as well as whether there is any segregation on combined foot- and cycle paths.

"It’s at slightly different position…" is a new generic answer available for every POI-based quest and overlay. It lets you correct the position of the POI.

Enhanced Overlays

• Sidewalks: Missing sidewalk information on unpaved roads and on roads with a very low speed limit are not shown in red
• Sidewalks: Support sidewalks mapped on exclusive cycleways
• Street parking: Fix a crash when editing partially (Crash when adding a parking lane #4634)
• Shops: Add option to explicitely state that a shop has no name (When adding a shop in the Shop overlay without entering a name, shop name quest does not appear #4648)
• Shops: Fix removing localized names did not actually remove them
• Other small enhancements (see Cycleway overlay #4657)

Enhanced Quests

• Surfaces for segregated foot and cycleway: Correct common surface (Update surface to generic paved if footway and cycleway parts are different but paved #4615), by @mnalis
• Disabled cycleway quest by default because it can be done more comprehensively in the overlay
• Road width: Ask for confirmation when adding improbable road widths (AR Core / Width prediction wrong / Put warning to users. #4655)
• Other small enhancements (stop asking for building levels of building=farm_auxiliary #4637, Some more "stop asking" requests #4643, Days are in German #4649...), thanks @matkoniecz, @tapetis

Other enhancements and fixes

• Added language: Serbian in latin script (automatically generated from Serbian in cyrillic script)
• Fix quest pins sometimes disapear and labels flicker on moving the map (Sometimes quest markers are not shown, but only their dot #4522), by @Helium314

Is the new Cycleway Overlay supposed to show quests (red highlighting) on roads that are already specified with no access for bicycles?

Hmm, I think this is fine. It covers situations where someone tagged no when use_sidepath would have been the better fit.
In any case, in places where there is really no cycleway and the whole road is prohibited for cyclists, it can't hurt to tag both explicitly.
