Bulk updates not working as expected - removed tag remains

Hello access team!
I used bulk updates to change the name of some tags in my exhibit using a csv, and the changes are reflected, but one of the tags that should have been removed remains. I ensured I'm uploading the right csv file and that I've saved the data in my csv on my desktop app (openoffice). I tried clearing my browser cache, reindexing, and on a different browser (Safari and Firefox) and no dice.

Here is the former tag: “Social Programs: Oakland Community School” and the new one: “Social Programs – Oakland Community School”. I’m not sure how I go about purging the old tags. Thanks!

FWIW, the exhibit hasn't yet been published.

This isn't urgent, but if it could be addressed in the next 2-3 weeks that would be ideal (we have a hard deadline to deliver the exhibit to an external partner by April 30).

@laurensorensen was able to remove the tags with the bulk actions, but we should check on the expected behavior of the CSV bulk updates functionality.
