Get OAuth working

It's not presently possible to log into the dev site, making it impossible to review datasets etc. I've opened a ticket on the Open Data Census repository.

It turns out that the project README is just wrong. I filed a pull request to fix the README. To get OAuth working, follow the fragmentary instructions here.
