JS within package dependencies #9
Description
I ran into a situation today where I realised sometimes it might make sense for a package's elm-pkg-js dependencies to have their JS included.
For example, elm-pointer-events relies on some JS, but it's a fairly low level library. One could imagine some elm-amazing-ui-library in future that relies on it.
It seems sensible that this scenario should also be covered.
