test: update regression tests

Some updates to our regression tests:

• Upgrade to Playwright 1.52.0
• Exclude new tests that are broken in the latest version of Chromium. No code changes have taken place, so this appears to be due to browser quirks. We will investigate this later.
• Remove the heading for "tests broken locally", these tests can vary from environment to environment. The file must be optimized for CI, we need to find a solution for test results varying between environments.
• Remove exclusions for files that have been fixed since the list time the list was revised. This pipeline is in some serious need of a revamp. 🤔
