use prebuilt docker image for action

The existing image uses a build image, which takes quite some time to process. If using this during a pull request verification step, that compounds quickly

The action to use a pre-built image instead of having to build it locally every run

Yes I think it should be doable. Anytime the new commit hits the HEAD branch, new image is pushed with latest tag and that tag is by default used by the.

We need to make sure that whenever one of the following libraries have a new release:

• @swagger-api/apidom-ls
• @actions/core
• vscode-languageserver-textdocument

We generate the new image as well.
